I can't believe that I can't find plaques or something that answer this, but...

 

The four big statues at the corners of City Hall in Atlas Park?  Who do they portray?

One is Cassiopeia; a badge text says she saved Earth from a comet.  Not sure anything names the others.

I thought Cassiopeia was the one inside City Hall to the left of the Registrar.

And I find a very strong resemblance between the statute of Nebula in Perez Park and the statue that I'm talking about, at the northeast corner of City Hall.

Nope it looks that way on Vidiotmaps but it is indeed Cassiopeia. However the other statues we know nothing about unfortunately. We only know who a few statues are like, obviously, Galaxy Girl in Galaxy (now Echo version), M1 I think his name is named via the tank badge etc.
