I can't test it now as Soulbound Allegiance: Chance for Build Up is currently bugged, but the enhancement text specifically says the buff is provided to the pet. So if it did behave like you claim, which I very much doubt, that is clearly a bug.

Yes because I obviously have a reason to lie about this....

No, Soulbound Allegiance's chance for build up has always procced on the pets rather than the player, every mastermind guide recommends slotting it for exactly that reason. Many specifically recommend slotting it in T1 pets because they proc it more frequently and benefit more from the tohit increase.

Don't care what mastermind guides say it has always proc'd otherwise as I take patron pets on nearly every character. If you want to test this yourself simply slot the proc in any recharge intensive pet and go let your pets attack something and watch for the purple hasten icon and also check your to hit and damage bonus using the combat attribute window.

Just saying if this is suddenly going to be changed after all these years make two versions of the io instead of doing a nerf for what you prefer.

    To clarify:

Pet Sets like Soulbound specifically should proc when pets use powers, and buff the pet. They should not buff the caster.

Other procs (like, Performance Shifter or Assassin's ATO's Proc for instance) should only proc on the player when summoned/placed, not any pet.

Right now its bugged, and all behaving like non-pet sets.

Thats inconsistent with existing procs for pets. Where it plainly states the proc affects the pets in the Enhancement info. Chance for buildup has always buffed the player when the pet uses the power Whether is from soulbound allegiance or decimation. Even the earlier less broken versions of mids have a click for this to factor it into your powers damage

I tested out the Soulbound Allegiance: Chance for Build Up proc on Singularity and on Summon Spiderlings and The chance of Build Up proc only fires when you summon the pet with the said proc and the proc only fires on you.  Meaning you get the buff  now instead of the pets.  I've seen this behavior with Tornado and also Voltaic Sentinel.

So I'm assuming the combat log information stating that the proc was firing on my pets in the past was false or erroneously showing it was firing but not truly buffing my pets damage output?

It was never supposed to buff the pet. When the pet attacks its supposed to give the buff to you.

  5. the amd processor should be fine but that gtx 660 is pretty ancient. Even if that combo runs gta coh isn't an optimal game and likely never will be.  I for example can play black desert online on remastered mode just fine on my amd fx8350 with r9 295x2 system but it can't run ultra mode coh with 60 fps.

edit: also this might sound stupid but  when is the last time you put new thermal paste on that gpu? It could be that with coh being so un optimal that the card is throttling due to heat and the paste is probably very old on that card. You can look up how to remove the heatsink and then apply some arctic silver or whatever you're comfortable with using on it.

First I've heard of this; the only suppression to prevent permanent mez I know of was a pre-i13 PvP thing. Otherwise I thought if you could stack the magnitude high enough, fast enough, you just permanently mez anything with the key being that first part.

Think the powers person needs to confirm this then. Everything I’ve always heard about the changes to avs is no matter how many holds you stack eventually the purple triangles are supposed to break them out of it and give them immunity for a set time period beforw your holds lock them again.

I play doms about as much as my main a fort (which is alot) not tryng to gloat but this is something I’ve never encountered before. And it only happened with nightstar on the roof mission. The second time I fought her after that it was just as expected and she broke out of the stuns.

It's not impossible to stack enough MAG to pierce purple triangles, just difficult (you need more than 54 MAG to do it reliably).  This is easier to do on a Dominator with Domination than it is on a Controller with Overpower.

Yes i know but you're not supposed to keep them held indefinitely which is what I'm referring to. That's supposed to be impossible... My memory tells me a rule was put in place that eventually they will break out of no matter how large the mag is and be immune for a period of time before they can be held, stunned, terrorized or confused. Sleeps are the only thing that can last indefinite and that's only on certain avs. I ran one of the newer missions with nightstar just after writing this story arc and didn't have this issue pop up so the nightstar in the old mission must have a glitch.

  8. Just ran the mission from maria jenkins and this is the older mission with nightstar on the rooftop rather than in the underground. She was set to av and I seen the purple triangles but once I had her stunned she never broke free. Was using energy transfer, psychic shockwave on a dominator and the backup radio pet the ppd version on a vigilante. Could be that the av stats for her just aren't working properly since the same did not happen to infernal.

Uh, no thanks. I don't want to be locked in to one, the point was to have customization, make them all options for all sets.

I wasn't saying you should be locked into one. Just stating what I know exists. I'm all for more customization.

  10. heal/recharge set ios from 3 sets boosted +5 and then a single accuracy boosted to +5. Cheapest route is doctored wounds, numina, preventive medicine.

That covers it quite nicely though you may be able to get by without the accuracy io if you have tons of accuracy setbonuses.

  11. If they reduced the cooldown on melt armor it would recharge quickly enough to be placed on 2-3 mobs at once making it too nice. My thermal defender already has perma melt armor from sets/spiritual core paragon. Your forge idea isn't bad but this set is already super universal having heals, resistance buffs, mez protection and debuffs all in one. I think about the only thing this needs is buffing thaw to last 120 seconds like other buffs; Something clearmind, enforced morale and clarity could all use honestly...

  12. Should be 4 taunts per body type based off the current stance/power set.

    Females:

Ah.... - uses one hand and doesnt' have shield defense

hah hah - this only comes from provoke i think in the presence pool

yell/scream - for shield users without a weapon. Same yell as when you turn on the tough power.

oooahhhh - the really pissed off sounding female. This is with shield defense and weapon and it happens on my mace character if im flying and not in idle hover stance.

Maybe another sound for shield users that use provoke or that rare person that uses a single target taunt on a scrapper.

I don't play male/huge characters but it should be roughly the same rules.

  13. I farm this badge often and I gotta say I don't ever recall the larger clockwork not spawning gears when you kill them. Noticed it tonight when I was in perez park. Killed assembler princes, tesla princes and cannon princes which before would always spawn gears. Now it isn't as reliable. One spawn had 2 assembler princes and neither spawned gears while the next spawn had 2 and only one spawned gears. Same story for tesla and cannon princes.

You might want to look up what the word "initially" means.  As for the damage buff to Burn, you will note that that buff took the form of up front damage, which is not decreased by things running away.

hmm so now we are in such a disagreement that you want to insult me on the word initial...

Yet again the developers knew people were pulling tons of mobs into cargo containers to kill them with burn patches. Many of these cargo containers were also blocked so you couldn't use them anymore and are that is also featured in a badge description. People take fire aura for its burn patch and fiery embrace those two are the main reasons to have fiery aura you want maximum dps for that character firefarm or not.

For the record, Burn was initially there to provide Fiery Aura with Immobilization Protection in a unique way.

Indeed.  The "makes things run away" is an INTENDED feature of the power.  It is a defensive ability, not an offensive one.  You're overwhelmed, too many enemies beating on you? Hit Burn, gives you breathing room. THAT was the original intention. I'm not saying that's how we generally use the power these days, or ever, but the Cryptic devs thought that was how Burn was supposed to be used.  And yes, immobilized? Burn your way out.

Yet the set has a self rez that does damage and they buffed the damage of the burn over the years because its a squishy set meant to give both offense and defense simultaneously not excluding the fact that everyone has always played it for having extra damage. That must surely not be the reason why now... it cannot be the reason why, no that wouldn't make  any sense at all now would it?

  16. Fact is cabal and wolves have always been that way and I know what to expect when i goto croatoa which is my favorite zone. We aren't going to agree on this however and I'd rather  keep the minions dumb red shirts like they've always been and make the master mind villains the only ones smart enough to move.

You’re not unable to do the things you could do before.  Your toon didn’t lose any of its power.  It just takes slightly longer to do what you were doing.  You don’t have to reroll.  It’s akin to when they created the collision mechanics for the mobs.  You could stack all of the enemies on top of each other and just blow them up in seconds.

Making the AI better doesn’t diminish you and what you’re capable of.  There are so many ways to deal with the flee.  Break line of sight, use knockdown, take an epic aoe immob, take quicksand.  You are far from needing a reroll.

Yes if im having to make more effort to kill things because of nerfs or bugs you have diminished the effectiveness of my character and wtf is the point of having burn if the targets run away? It isnt caltrops its burn and thats a very high loss of whats intended to do dps.

Also mobs are trash, they are supposed to die and be nothing but a speed bump. Its the avs, gms and monsters that are supposed to be the challenge. Its been mostly backwards until the time of new powers, incarnates and ios.

theres nothing super about batman struggling to fight the jokers goons only to  drop the joker himself in seconds.

  18. 21 hours ago, Mr.Sinister said:

It’s about adding value and variety to the game and archetypes.  If you want to burn down the game then roll an ice/fire like people used to when the AI wasn’t as dumb.  Currently ice slick is one of the most skippable powers in ice melee.  Which is lame.  All of the variety and uniqueness of sets has just gone to trash with more damage and dumber AI.

Taunt shouldn’t keep things from running in terror.  Or are tanks secretly the best mind controllers in the game?   Tanks redirect fire they don’t control fire.  If you want to control fire, I don’t know, maybe bring a controller or dominator?

Again, value and variety should be our focus for a healthy game.

Except you shouldn’t have to reroll a character or team to do things you didnt need to do before. This should go to that thing called the difficulty menu.

Just making sure this is not a typo or I might be misreading: you saying you had enemies run out of burn before this patch? As a Brute? Tank? Scrapper?

I mean sure you might have 1 run for a moment on a brute or tank but they didn't get far (infact they usually would immediately turn back around and fight) and it was usually just 1, now its multiple and they get out of range of blazing aura so you have to chase them. When I login tomorrow I will record a short video for you of them running from my brute if you want. On scrappers yes before and after always it has always been a huge loss of dps for a fire aura on a scrapper its why i didn't make a fire aura scrapper this time around.
