The next will be much better (maybe this weekend); I've added a configuration panel for setting the elevenlabs api key (they allow for a large amount of text-to-speech each month on a free account). You will also be able to set the default engine to use for unknown voices both for NPC and players.
For NPCs it is easy because they are repetitive and easy to cache to disk. So a high quality voice is easy to justify. For players the cache is rarely useful and a little creepy, so I disabled it. I'm cheap-as-hell, so I'm making it easy to use Windows TTS for players (because it is free and fast) while using the slivers of pennies high quality services for NPCs.
One case where Windows TTS is more than fine -- Clockwork. If anything it is not robotic enough, so I'm wrapping it in vocoder effects. It's pretty good. Oh, I can attach.. a work in progress, but here are "Prototype Oscillator" and a Vahzilok "Reaper"; I'm reasonably happy with both these.

Would it be possible to offer the ability to switch TTS provider please, in case ElevenLabs goes out of business?

I agree, but I think that takes us into a different discussion about highlighting more relevant text.

I appreciate the UI scaling option, I am grateful for it, but I don't use it because my eyesight ... so I'd like to keep the text scale but change the size of the wasted space.
Perhaps I'm asking for text-only to be scalable, so then I can shrink down the boxes but keep the text size the same?I note with interest that we can change "Chat Font" and "Name Size" already.

I'm constantly amazed by how much screen space it taken up by UI elements in CoH.
I wonder if something could be done like this, possibly the most egregious example on the left... something like I've mocked up on the right, please?
I realise I've added an extra line by accident, please ignore that.

... or... Danger! Danger! -but you've already got the next line as your title. -

This is a character creator minor inconvenience issue.
If I change the colour of the cape (red boxes in the image). The collar changes, and I have to go back and change the collar colour (yellow box) again.

Enhancing it in some way might require power, or some other resource, of course. Thus, things like a powered exoskeleton, or life support systems, or advanced sensors (or other gadgets) would need power... but the actual armour plating wouldn't. That was the "gimmick" I had in mind, but there's some really good ideas here already.
Ooh, it could be like Thanos' Infinity Gauntlet where it starts off weakish with no gems and each power is another gem ... I'm just thinking how you'd justify an origin other than Technology.

im at 12 scrappers, 5 tanks, and 1 brute. I wish I could find more brutes to play. Theme is only reason I kept the one. And kinda want 1 of each class at 50.
anyway, scrappers are great. The atos make a big difference. I’d get both procs at lvl 10.
Is this right? The ATOs you mention are;
- Critical Strikes: Recharge/+50% Critical Hit Chance Proc and
- Scrapper's Strike: Recharge/Critical Hit Bonus?
Do I buy 5 of each?

Obviously it needs work, but this is the first notion off the top of my head.
You've listed your powers without a theme. Latter powersets were implemented with secondary mechanics - you know, dual blades has combo system, other sets have other side-effects going on.
What's the secondary mechanic? The overall concept: A reason why the power suit is different from the other defense sets. What's it's Unique Selling Point? Does it have a battery that charges up as you get hit and discharges when it's full, for example? Or does it have a battery that starts a battle at full power and runs out of juice as you get hit, somehow regaining charge in another way?

There are two types of Defense sets:
Resist - where you reduce incoming damage.
Defense - where you increase the chance to avoid incoming damage.
Both of these things are cool and all.
I just wondered how they work on a thematic level? How do you headcannonball them?
Here's what I could come up with.
RESIST:
Elect -
Dark -
Fire -
Invulnerability - you get hit but your "invulnerability" means it does less damage. Makes sense.
Rad -
WillPower - you reduce the damage through dulling the pain (hello invulnerability, can I have my power back please?)
Bio? -
DEF:
Shield - the shield gets hit instead of you?
Stone - you're inside a "shell", so although you get hit, "you" don't get hit?
Super Reflexes - ye, you avoid the damage. Perfecto.
