Praetoria Story Arc Badges

If you cannot get a contact in Praetoria that gives a mission you need to complete the Power's arc of stories, is there a way to get those later, or are you SOL?  I accidentally out leveled Reese in Nova Praetoria and am uncertain if these arcs can be done in flashback missions, or if there is another way to get the associated badge?

To my knowledge, in Issue 23 the only way to redo those missions was to ... reroll.  There was no flashback system for Praetoria, only for Paragon City and the Rogue Isles.

You can do them all in Ouroborus. Don't worry!

You can even Oro them if your character didn't start in Praetoria!

I have been doing them all through Ourboros...however, I keep bumping into some bugs with these arcs not being able to be completed due to NPCs not spawning (e.g., Warrant arc, Chapter 5, "Save Syfotine Industries"...Point Blank NPC does not spawn)
