What is the badge for visiting the Hero-1 memorial in the Atlas Park city hall called?

 

How do you earn it? I know you have to visit the cape three times, but what are the particulars of that? Does some amount of time need to pass between visits? Do you have to click the plaque?

I forget what it's called, but you get it from visiting it in the City Hall in Atlas Park directly at any time, by doing the cape mission from the City Representative, and from the Dr. Kahn TF.  No clicking needed.

Aha! Visit the three different instances of it. That makes sense.

The badge is Tried and True and is an exploration badge. The one I was lacking was the cape mission.

As a side note: You can only get the badge as a hero or vigilante, but will still earn progress as a rogue. After having done all 3 on my rogue I was quite confused until I changed alignment weeks later and got it.
