Switching Build Power Delay

Finally finished my Blapper's 2nd build. 

 

When I switch between builds there is a delay for powers to show up on the bar.  Seems to have taken about an hour foremost of the Teleport P2W powers to come back. Reloging didn't

 seem to have an affect. 

 

Is this a common occurrence when changing builds?

When you switch builds it automatically puts all powers on cooldown. The P2W teleport powers have a 30 minute cooldown, so that's what you're seeing. There's not anything you can do about it unfortunately.
