Reanimator for example got stuck to 12 totals and any recipe I craft does not increase the counter. To be clear, both 45 and 50 level recipes are not counted. It seems that for a bunch for them recepies are stuck after a certain number or do not start at all.

In many cases, you need 1 more of certain level than the other. For example 8 25's and 9 30's. Try crafting one for Re-animator in the other level range. Also some badges allow you to craft different badges to meet the requirements. Travel powers for instance. Try crafting different badges.
