So, I just got this toon to 50, and started planning a build based on my play experience up to this point. My main issue right now (I haven't gotten all the IOs for the build I'm about to post) is that it's a bit of an End hog, and some powers aren't as effective as I'd like them to be. It's still pretty beastly, I'm abusing damage procs in the hold powers, and most things just melt. Strangely, Distortion Field almost never activates the damage procs, but the hold proc and the "Energy font" pet (which I've removed in the posted build) do go off pretty regularly. With this in mind, DF is more just a set mule for the purple ATO set.

Between Power-Boosted Farsight and a few bonuses, as well as Time's Juncture, I look like I'll be untouchable. The build below achieves perma-Hasten, perma Chronoshift, and juuuusst barely squeezes in perma PA. I'd like to get an extra second or two on that, to take into account cast times and my own less-than-stellar ability to time things and react, though. Also, I'm not sure which Alpha I should go for. I'm torn between going for endurance, recharge, buffs, or debuffs. It's all seems fairly mutually exclusive.

TLDR: How can I tighten this up, and what Alpha should I take?

This is a great build! I made some very slight "fine tuning" changes to it, I got you more recharge and slightly more S/L res, and your -tohit is even more improved. I decided ultimately that the best alpha for this build would mostly be Nerve Core due to the fact you want Flash as a decent hold and the accuracy is somewhat lacking on some of the powers and it does not mess with proc chances like Agility. I also thought the lockdowns were unnecessary and usually replaced some of them with either a bonus that gives you 6% F/C res or more S/L res. If you're still somehow suffering from end issues, I recommend taking Ageless.
