Ice/dark..Ice gets bad rap

so i am looking at making a ice/dark , but ice seems to have a bad rap as low control,damg, well low everything. This is kinda themeatic so can someone come up with an useable build. would like to be able to solo and team. I prefer flight ( no super jump/speed ) Just not sure what pwrs are skipable and what are not and wht epic to take. Definatly would like both pets ( Jack and DRK servent). Want to survive solo and be real useful to a team if possable. Thx to any of you master build guru's that will help.

Here is a quick, "powers only" build outline. You can flesh it out with IOs for an end-game build. 

 

Ice and dark work well together. Ice is good for reducing the rate of incoming damage, but can struggle with taking alpha. Dark helps quite a bit for taking alpha, which helps to address that key weak point for ice control. The epic set helps to fill out damage and defenses. This kind of build should play well in the endgame. 

 

Built for strong recharge you can get Fade to perma (or close), which should make this build very sturdy. In fact, it may be worth looking closely at an epic pool with a resist toggle because you may not need the defense toggle to softcap defenses.

He's right in all that, but I would strongly suggest swapping Ice Bolt out for Frost Breath. Put lots of procs in Frost Breath, because the smaller area factor of a cone coupled with the long recharge mean that they have a very high chance to activate. You can get Frost Breath up to 400 damage or so, and it's available every spawn, and that's far rarer and more important for a Controller than another single-target attack. If you really feel the need for a single-target attack, I would drop Maneuvers (or CJ) and pick up a single-target attack from the pools (Arcane Bolt or Toxic Dart are probably the best options).
