Does energy focus have a cooldown? It doesn't work every time i used total focus

I think you have to score a hit for it to work.  Every time I've paid attention it has only failed if TF missed in the first place - and the times I'm not paying attention I can't really vouch for what went wrong.

First yes you have to score a hit with TF.  But yes it does seem to have a bit of lag time before you can charge it up again.  As soon as I use TF I load up Whirling Hands to expend the Energy Focus and then try to get it right back as soon as TF charges.  If you notice on your status bar once you use TF it shows the icon of it and it seems to go away after about 10 seconds I think that signifies that you built focus with TF but can't use that method until TF comes off your status bar.  

 

Sometimes too if I have it just built and I move the orange ring disappears for no reason.  

 

It's a little wonky but well worth the slight annoyance of this.
