The Ultimate Storm/Ice Defender!

Hello Folks 😄

 

I just want to post my created Build here and like to hear you guys thought about it.

 

The Build is kind of expensiv because i have farmed a lot and influence should not be a theme here, the performance is important.

 

This is my first Build i have created myself so please be frogiving 😄

 

Here some Key Points:

 

-Caped (or really close) Defense agains: Ranged, Fire, Cold, Energy, Negative, AoE

-Everything alse at about 25%

-Resistance 75% Smash/Lethal, 62% Fire/Cold

-142% Recovery

-81% Recharge + 3 Recharge IOs in Haste (Should make it Perma i hope)

-Knockback protection (mag 7)

-Status Resistance 70%(Hold/Stun), 120%(Sleep/Immob), >200% (confuse), 70% (Fear).

 

Thats all i have and it seems perfect for me.

 

I really wanted to have Fly with Afterburner as a Travel power (love the Superspeed tempo while flying ❤️ and it fits so good in the Hero theme). Further i hate Hurricane because of the animation and the effect (even though some people love to have it and throw mobs together with it; i cant :D) Power Mastery i took as well for the cool look and the nostalgic Total Focus Feeling, Invu Aura and the Build up)

 

I want to be able to solo nearly every content and to work good in a team. 

Beeing able to Farm /S&L Comic con or something would be good for farming the Incarnate Stuff as well. You think that would work?

 

What you guys think? Did i do good or there are some better ways to build my Hero?

3 small points that I can see here.

First is from what I understand of Knockback mechanics the place to be is either mag 4 or mag 8. Judging by this resource here if you sort by mag and look what you are protected at mag 8 you will see there are a lot of bosses from many factions that have mag 8 KB https://archive.paragonwiki.com/wiki/Knockback/Enemies_with_Knockback_Powers

 

You should really consider the T1 storm power Gale. It is an amazing power and seriously one of the most fun things to do with Storm. It only needs 2 slots in it to shine, nothing more. Just put in a Knockback to Knockdown and a Force Feedback + Recharge. You spam that sucker as soon as it's back and it's Mag10 knockdown will floor pretty much anything to keep them in your blizzard patche while at the same time giving you a sizable recharge boost on every power you have on cooldown. The name of the game with Storm is to drop as many Tornadoes and Lightning Storms as possible and Gale with these 2 IOs in it really helps you get there. And since your O2 Boost isn't even slotted you could probably just swap these 2 powers at level 1.

 

Thirdly, I might suggest Mace Mastery as your Epic Power Pool choice. I know you said you went Power for the nostalgia and there is nothing wrong with that, doing things for the nostalgia is great ! But if you want something a bit stronger, Mace Mastery's toggle, Scorpion Shield gives you S/L/E Defence which you are not capped in, but it might not be too big of a point since you are pretty high in your positionals. Mace also offers an extra Hold which you can use to great effect with your holds from Ice, possibly allowing you to hold Elite Bosses by yourself.

You could replace the Buildup from Power Mastery with the Aim you have in your Ice Blast set, Aim has a 90 sec CD, allowing you to have it up every fight while Power Build Up has 240 sec CD. Aim gives 50% dam/acc while Power Build Up gives 80%dam/10% Acc. I would personally prefer the Aim over the build up not only because it is much faster but since you are a defender the extra damage you get isn't going to be that noticeable while the extra Accuracy will.

Here is what I came up with. Build is a bit different, changed the power mastery for Mace.

Has a bit less resists and the defences are mostly typed instead of positional. S/L/E are pretty much capped. Since you are a defender and will most likely be standing around in the back and Galeing the crap out of everything in sight, you should be OK on survivability.

Got rid of Thunder Clap because I find it to be a miserable power and you really should be using Gale to knock stuff down, it becomes redundant.

Added in the Web Cocoon hold for a third hold.

Added a bunch of procs here and there to help with the damage.

Hasten is perma with only 2 slots now ! Don't forget to Boost the Recharge IOs to +5 to achieve permahasten

KB prot is now at Mag 8

Added in Assault

You should really consider the T1 storm power Gale. It is an amazing power and seriously one of the most fun things to do with Storm. It only needs 2 slots in it to shine, nothing more. Just put in a Knockback to Knockdown and a Force Feedback + Recharge. You spam that sucker as soon as it's back and it's Mag10 knockdown will floor pretty much anything to keep them in your blizzard patche while at the same time giving you a sizable recharge boost on every power you have on cooldown. 

Gale is one of the powers (like bonfire) that really stunk before KB->KD, but now is pretty potent and a lot of fun.

OP said he didn't like it and personally I only use it to reposition mobs a bit to make nicer stacks when I play Storm and considering the metric ton of end it costs to maintain I find it to be a very skippable power. The -to hit is very nice but the hassle it involves of having everything fly around the battlefield isn't my cup to tea.

Could easily drop Assault in the build to take it though

@SeigmoraigDoesn't the power build up in Power Mastery buff much more than just dam/acc? If I recall it buffs almost all aspects of your buffs and debuffs from your powers (-def, +/-recharge, etc).  I'm not sure if that buff works on tornado, thunderstorm and the rain powers (someone out there must have tested it...) but if it does then moving to aim is giving up a lot more than just a little damage.

You're confusing Power Build up, which is the acc/dam (10%/80%) buff with Power Boost from Soul Mastery which boosts all secondary effects (excluding accuracy and damage). As a Storm/Ice, Power Boost would strengthen the slow effects, the holds and the knockdowns. Nothing too interesting and worth it IMO, I find it to be a good pick in power sets that have buffs and heals to boost those.

You're right there, I'm looking at it in Mids and it's much less obvious that it boosts the other stuff ! (I didn't read through the description box and only looked at the effects)

Power build up used to be all we had on defenders before villain epics were opened up to hero ATs.  The recharge is longer but it has a nice damage boost.
