help with mission

I'm trying to do the mission "take Veles down" but after he sets the building on fire and the timer starts I'm suppose to find the city manager and rescue him from the burning building.  problem is, he doesn't spawn.  I searched the whole building top to bottom and the timer always runs out but there is no city manager at all.

There is a slight delay when the city rep spawns, but in my experience, the map layout is always the same and the city rep always spawns at the end of the long, narrow hallway dead-ahead when you enter the large two-room portion of the map where Veles spawns.  If the rep isn't spawning there a few seconds after Veles ends his rant, then there's something wrong (or my experiences are not accurate).  Consider asking the Contact for an auto-complete of the mission.

Sorry for the necro, but this is happening to me tonight and no matter what I try, it seems this guy just isn't showing up. I didn't realize the autocompletes were a thing until I'd blown through them (thought it was a call turnin, but apparently not) so now have to wait until the 18th to get an autocomplete. Thought maybe I would look it up online, but there doesn't seem to be a map or image showing where the guy is supposed to be, so reckon I'm waiting until the 18th if no one can help me figure out where to find the guy (checked that back room, nothing but a couple more mobs and I die if I stop to kill them... so maybe I should level up a bit more, too - just mentioning for others and possible input from more senior players who may have a screen to offer or some such... thanks for reading).

If you could use in game help from a player it would help to know what shard you play on and when you are usually on.
