Jack and Eochai

I know you can ToT in the RWZ, but will Eochai and Jack spawn there?

Yes. I frequently run monster hunting parties.

You can also ToT in Cimerora, which I always find amusing.  Worth it just to ToT at Rommy's big bronze gate.  Single doors and mission entry caves work, as do the doors behind Imperious.  Not sure if Eochai or Jack can be spawned there, might be interesting to test that.
