I've seen this happen often enough, that I wish it could be fixed.  I'll fire off my Ion judgement at a large group of mobs,  and someone else on the team 

will do the same at the same time.   That other judgement will hit its targets, but leave quite a few standing, while my judgement hits absolutely

nothing....

 

Not sure what's going on unless its my particular target has died in the interim, and the judgement stops there - however, it's supposed to hit multi targets, so I would think

if the mob is alive when i begin the animation, it should hit SOMETHING in the area.

 

Very aggravating to repeatedly have my judgement wasted like that.

IIRC, this is working as designed; one of the charactistics of Iron Judgement to balance its 'free-form' AoE is that a mob that has been recently affected by the damage jump won't be affected by another Ion Judgment.

Makes sense to prevent my ion judgement from hitting the same target multiple times, but not really for two people.  If two people hit a spawn with ion, that spawn should be pretty much wiped out.
