Is there an issue with Water blast?

Specifically, there have been a bunch of times where my 3 x hydro stacks drop on my almost immediately before I can get the next attack off. If it's not a bug, I think the timer on that should maybe be extended another second or two.

I have noticed that as of late as well... I will get the three stacks, and then it will drop literally a second later, before I can get anything off.

Seems it might be an issue that each stack is on its own timer, instead of adding up together like Staff Melee or Street Justice combo system works. If that's the case, then yeah, it could do with changing to work cumulatively like those other sets do to be more reliable.
