Cannot Complete Tutorial Mission

I have decided to try the Rogue part of the game and been given a mission where I have to get rid of a broken Resistance Clockwork. However none are showing. There are Hombre's on the streets but I cant locate the clockwork.

 

I have been over the map multiple times but none are loading.

 

What can I do to fix it please?

Well, the broken clockwork have a long respawn, so 2 options: or wait or restart and do not take beginner tutorial. Whit the other you can still talk to the needed people for the bagde. Good luck sir

There should be some lined up right near the contact.  They won't con as enemies because they are training dummies, but you can target them.
