Arctic Mastery Block of Ice Doesn't Slot Slow Movement IO's

Block of Ice inflicts all measures of slow

 

But does not allow the slotting of slow movement IOs such as Pacing of the Turtle, Impeded Swiftness, Etc. Nor does it allow ordinary Slow enhancements.
