This happens fairly often to me, actually.  Maybe about 1 in 4 times I run the arc.

If they are sending you to a truck or a sub then i guess its ok since they could 'transport' you back for the mission.  If they are sending you into a building then it wouldnt make any sense.

Random door.  Been sewers, warehouses, caves, and office buildings.  This latest one was the apartment/office east of the Arena, on the hill.

It might be an old report, but can confirm that this mission door still isn't locked to Cap au Diable (at least in Flashback), and doesn't use a "transport door".
