One hundred fourteen.

 

One that comes with each power, including rest, fitness and health and the like, equaling fifty-seven. Exceptions exist, of course, like Swap Ammo, which has no slots and can't be slotted, and Kheldians, who come with an extra power or two that also comes with a slot.

 

And then you have sixty-seven than come from leveling.
