Mine is the blappiest blapper ever, so perhaps not a good build for a new player (unless he's into it).  Below, I've taken my build and substituted in blasts/slotting from my rad/kin corruptor and tweaked a little bit to keep the S/L/E def near to the cap. 

 

This is still pretty melee focused, as it would need to be in the fray for firing off irradiate and then unloading energy punch / bonesmasher for high DPA.  I use irradiate as my opener; with two -res procs and the defiant barrage +status proc, it softens the mobs up and gives precious status protection reliably, so I can do barrier instead of clarion. 

 

If he'd like a more ranged approach, could consider making neutron bomb or or electron haze the opener with those -res/status procs.  If the latter, best to put a KB2KD IO in it and take boost range instead of vengance, to be able to hit more foes with the cone.  I love Irradiate though, the 20' radius is generous.
