Alan Desslock Level Range

I'm going to make my very first VEAT character soon, a Widow.  Question: Alan Desslock.  Are all of his missions doable at level 50?  I see some are level one, level five, level 30, level 35, etc.  If I were to power level a Widow to say... level 25, would I be able to do the level five mission naturally?

 

I also see that there are a Brick Johnson and Fortunata Hamlilton as VEAT-only contacts.  Are there any other VEAT-only contacts?

 

Just trying to know what I'm in for, story wise, and plan accordingly.

Not sure. Since, he doesn't give any badges I had forgot about him.

 

I'll check on my level 50 VEATS to see if I can get those low level missions.
