I was actually fiddling with this idea recently and used my old Fire/Storm/Dark Corruptor as a starting point.   I've never played Seismic before so don't know that I have chosen all the best powers, but I'll share this as a possible starting point.

 

A few notes:

 

Storm is -EXTREMELY- Endurance thirsty.  I have so many amplifiers I typically play with the Survival Amplifier running until I get Destiny>Ageless.  But even then you''ll be taking Recovery Serum shots like a madman because this is, like all the dozen or storm builds I've made, BONKERS levels of +Recharge.  But you'll want that +Recharge so you can do double tornado's and double Lightning Storm consistently.  Those are your damage dealers on top of your own native primary attacks.  So crazy +Recharge just makes Endurance a bigger issue.  On top of Recovery Serum and the aforementioned Survival Amplifier, you may even want to use the Base Empowerment buffs for +Recovery often.  It's a pain, but again, the overall damage output is so high it comes at a huge cost for Endurance.  Just how the game is built.

 

I've almost never taken Hurricane or Snow Storm as I play Storm as a very offensive set.  In the time it takes to herd critters into a corner, I can kill them outright.  So I just don't bother with that playstyle either.  If you play more defensively, you may want it in there but again the Endurance issues are bad enough I'd suggest not.

 

As such, most of my stormies are setup for softcapped Melee and Ranged.  I can safely play in either.  

 

Finally, to me, Dark Mastery is almost mandatory for Stormies.  First, it's very thematic.  But more importantly are Dark Consumption (+End) and Soul Drain (+DMG/+ACC).  On a Corruptor in particular.....Soul Drain is a personalized version of Fulcrum Shift.  

 

So this build has (with Alpha T4 Agility Core):

 

Softcapped Melee and Ranged Defense (Even higher, like +5% higher, if you run Defense Amplifier)

+170%+ native recharge, and with two FF +Rech procs going off, you'll easily be averaging +250% Recharge almost every spawn for double 'nado/LS

Endurance needs lots of management as already mentioned but you are net positive.  Stock up on Survival Amplifier, Recovery Serum, etc.

Has SS+SJ as travel powers but mainly to get the Knockback up high enough that you can reliably stay in melee without being on your butt

Now, again, if you play Stormy offensively (as I think you should!) then you might try this slight build modification.  It drops SJ in favor of Burnout as your level 49 pick.  You have such high recharge that Burnout can actually be used about every 3rd or 4th spawn to easily deploy 3 tornado's and 3 Lightning Storms.  While a neat party trick, this drops your Ranged DEF down just a tad (44.56% DEF), but again if you run Defense Amplifier, this isn't an issue.  What you gain back however is a free slot to drop in the Numina +Recovery/+Regen proc into health to gain some more Endurance assistance.  You'll lose some of your Mag protection against Knockback (going from Mag 8 down to Mag 4 with this revised build) as well, but I find that less troublesome post-Incarnates.

By no means do I think these are perfect builds.  I'm just theorycrafting here because, like you, I didn't see any builds posted with these two powersets and thus I had been fiddling with some of my own.  Use them/change them as you wish.

Yeah but then lose Soul Drain.  I’ll take the +Dmg boost to an almost perma Soul Drain over procc’d Char.  And the +END from Dark Consumption, which can also be procc’d out post Ageless as well.

 

But if you wanna forego Dark then yes….Char is a good proc power.

@Crysis so I have been playing with this build for about 2 weeks now an I Absolutely love it. It does so much dmg. Is there any way you can put up the refine build, with burn out, like you did with the first build?  I want to make that next and see if I like it better. I took this build through like 6 TFs today and everyone for the most part said it was a monster

It was in the second data chunk I posted above, but here's the build in total in case you aren't a MIDS user (and I highly suggest you use it!).

 

*NOTE* This has Defensive Amplifier set to ON.  You'll lose a bunch of defense if you aren't running Defense Amplifier.  I have so many I almost always leave it on for my builds.  You won't notice it unless you are a MIDS user, but if you are, just tell Mids (upper right corner) to turn OFF Temp Powers.

 

With Defense Amplifier running, you are softcapped DEF to Melee and Ranged both, and with multiple FF+Rech procs going off, you are running well over 200% Recharge in most cases PLUS Burnout.  You are literally a buzzsaw on legs.
