Move the Kismet +acc out of Hide to one of your shields. It only works in an active power.

 

Not sure why you're not slotting the 6th piece of Assassin's Mark in Cobra Strike for the 10% recharge bonus. 

 

I would slot the full Stalker's Guile set in Assassin's Blow and move the Hetacomb set to Crippling Axe Kick or Crane Kick. Also, you want KB>KD in Crane Kick.

 

Move the Reactive Defense Scaling Resist from Hide to one of your shields, then add the 6th piece for the recharge bonus.

Kismet +acc isn't a global buff, it has a 120 second duration.  If you turn off Hide, you'll lose the buff after 120 seconds. Not sure if you lose it if you're not hidden, but I would move it to one of your shields just to be safe.

It should continue to give its benefit when you're not hidden; hide remains active and still gives a small defense boost even if you're revealed and in combat.

 

Strictly speaking you're not incorrect, but Hide has a recharge time of two seconds, costs no endurance to run, and is kind of a key stalker power, so the niche case that you're running with it turned off (and can't just toggle it back on for a second once every 2 minutes if you have to escort a hostage or something) seems comically small to me.
