The main thing I used Force Bolt for on Live was to knock Gold Bricks and Longbow out of the sky, and it was nearly 100% with that as I recall. I could be wrong about that, but I'm also sure of it. It was a nice quick "stun" that would get them to skip a power or two in their attack chain.
