I don't know what that refers to. I know the Major is a story arc contact for Vigilante-aligned characters level 30+. But you never meet him in person, during that arc, right? He can only be contacted by phone.

 

I know the dev-people are working on Hero Corps stuff, but that's not live yet right?

 

What's going on here? What am I missing?

I think he was an enemy you could select in AE arcs.  Since he wasn't a custom enemy, possibly people could have a risk-free fight and still get experience?
