Yeah it works. And if the GM determines it warrants your input beyond your initial report, they'll contact you. 

 

Ignore also works too.

I'm going to attempt a report but am unsure if it works like it did on Live. I don't expect it to since its a private server but I'll try anyways.

not sure weather it works or not, I have not reported anyone that I remember only blocked users. But it does seem like a pretty minor offense to warrant being so petty as to report someone.. but hey, you do you 🙂
