Tanker: Martial Arts - Storm kick only gives defense buff when using fiery embrace?

Please see the below power info for tanker - martial arts - storm kick.  Unless I am reading it wrong, it seems to indicate that you only get a defense buff while using/under the effect of fiery embrace?  Is this an error?  Thanks!

Just checked Brutes, and although the defense value is lower, it also indicates "Only using Fiery Embrace".  Scrappers & Stalkers get no such defense buff at all.

Info panel bug, not power bug.  The Fiery Embrace flag isn't on the buff.

Great, ty!  Do you happen to know if the "ignores buffs and enhancements" part is also just an info panel bug or not?  Thanks again!

 

EDIT:  I see the link you posted has the lock icon for "ignores enhancements...".
