Alternatively, when you go to use the radio, and it directs you to talk to said police contact, simply add an option to decline the bank mission from there...

This got me thinking - what if the progress bar you fill up doing radio/newspaper missions was instead moved to the police contact or informant, and otherwise divorced from the radio/newspaper contact altogether. Add a blurb saying "The [contact] has a new job for you", with a related option to disable any such future notifications, then all should/would be happy...

I would go for any of these solutions, as they would eliminate the thing that made me post my idea in the first place--having to go all the way back to the contact, simply to accept or refuse the Safeguard mish.
