Hey folks. Just getting into the symph set and I'm confused by this power its T6 but costs 15% of your end and is a "cone" / "sleep" also it's  tooltip says moderate damage while mids says actual damage is 10 pts? Am i missing something? or is this a skippable power?

It's a good power for a controller for a couple of reasons: mostly the -damage debuff, and it can be multi procd for damage or some solid set bonuses.   I'm unsure if it's overall value to doms tbh
