Reaction Time/Power Transfer Chance for Self Heal not proccing

So, I've got a /Martial blaster that has 2 Power Transfer: Chance for Self Heals slotted (one in Stamina and one in Reaction Time).  I see in my combat log that one fires very regularly, but I never see two proc together.  I know this does work because on my /Devices blaster I've done the same thing and I've seen both proc at the same time.

Could you post chatlogs with time stamps of it procing at the same time on your /Dev?

 

There should be a minimum 10 second split between procs. Sometimes this gets missed with in game chat since it does not show the seconds on the timestamp there.

You're right, because the chat log doesn't show seconds, it's kind of useless...

Necroed to say:

 

I have a Numina ++, a Preventative Medicine: Chance for Absorb, and a Power Transfer: Chance to Heal in Reaction Time, and none of them are registering/firing at all.  I can get the Numina ++ to trigger if I toggle Super Speed off, but it expires after its time if I retoggle SS.

 

So it seems this is an old and recurring issue.  Hopefully, someone has some idea of how to make it work
