Having trouble figuring out an uber build. This was my main back in the day and want to roll another for old times sake. Any help on a super build would be appreciated.

Not too shabby. Here's a couple of notes:

 

Reconstruction only gives you a temporary +RES to toxic damage. It's ok to go with a straightforward Healing slotting instead. As an anecdote, I also personally don't feel slotting for toxic RES is very worth it. There are only rare instances of pure Toxic dmg flying at you (only ones that come to mind are Toxic Tarantulas and Arachnoids).

 

That Slow RES seems a little low! While it may not feel impactful in a teaming scenario (there are many common buffs that grant Slow RES!), if you ever find yourself soloing, -Recharge is more common than some realize (Council Marksmen, Arachnos/Carnie psi blast, Malta web grenades and ice bullets), which can turn into a real problem since your mitigation is click dependent. You really don't want those coming back any slower! Immunity to -speed is nice, too. This can be easily achieved by dropping some 2-piece Winter sets in your powers. There are other IO sets that provide Slow RES as well.

 

10 pts of KB protection is solid for about 99% of attacks that will be coming at you. Unless you plan on soloing Diabolique a lot, the Zephyr in Fly is wasted.

For my Regen toons, I will always fit in Rune of Protection. It's a great burst mitigation tool that you can either cycle with your other tools, or opt in to Melee Core Hybrid so you can then layer it up with Instant Healing and then cycle between those two (RoP + IH, then Melee Hybrid, repeat) to become unstoppable!

 

One big hurdle IMO about the DM/Regen combo is effectively pumping up your global recharge and not sacrificing in other areas without doing some gymnastics in the Mids screen. That's where Cross Punch comes in. A great proc-bomber power that you can pepper into your normal attack rotation. An FF Proc here will buffer your recharge during combat, allowing your other vital clicks to come up faster (namely Soul Drain) without losing any DPS.

 

I'm not a huge fan of chasing DEF with Regen. In my eyes it's just not worth it.

 

Vigor Core Alpha to supercharge your healing and hit 3k HP after Dull Pain and accolades!

I've got a DM/regen scrapper that can do it all, but don't have it in front of me.  My BS/regen brute is also monstrous, oddly enough.

 

To echo some of Betty's points, differ from a few, and a few of my own:

 

-- You're getting an extra heal from Siphon Life, so I don't see a problem in four slotting Unbreakable Guard.  You're not going to get a huge advantage from the toxic resist, but the 3.13% melee defense might well be worthwhile.

-- Speaking of toxic resist, you can save a few slots by only 5 slotting your purple sets.  Drop the damage, boost the non-procs to +5.  You won't miss the toxic resist I promise.  I also usually only 5-slot Avalanche and Blistering Cold because AoE damage generally isn't of a high enough magnitude to be worrisome.

-- Splitting the Brute's Fury set 3-3 lets you double up on the defense.  Defense is not your be-all end-all, especially with no debuff resistance, but it's nice to have.

-- I'd target at least 75% slow resistance.  Swap in the winter's gift 20% resistance for the BotZ -kb piece.  You could split up the Avalanche or Blistering Cold sets, but I'd think more out of the box (3 slot Synapse Shock in MoG!)

-- I'm not personally a fan of Cross Punch unless it's a full part of my chain, and the 50 degree angle never seems to work well enough for me, but to each their own.  +ff recharge is marvelous on a regen, but you're hard pressed to work it in with a DM.

-- Regen already has 2 1/2 oh shit buttons in MoG, IH, and DP.  My scrapper currently also has Unleash Potential and Shadow Meld (which brutes don't get) and that's a little overkill.  However, Darkest Night with a couple of lvl 53 Enzymes will make you untouchable.

-- I'm pretty sure I no longer bother with Quick Recovery (although, again, 3 slotting synapse Shock gets you more slow resist).  Unleash Potential is, to me, this incredible power that is up 1/4 of the time and lets you focus on regeneration or health or defense or all three.
