Any mission with Professor Echo from Marshall Brass

 

Does not unlock with any of the missions from the arc "The Aeon Conspiracy" in which Echo appears.

It typically unlocks when you finish the arc. Have you finished the arc and turned it in?

The patch notes don't say that it unlocks at the end of the arc, it says "any mission".  But to answer your question, yes, Brass is currently offering his second arc, "Echo Down the Aeons".

 

I feel like this has worked properly in the past, but I'm not really sure that I've seen it first-hand; I definitely remember seeing the change in the patch notes when I27 came out because it was a welcome one.
