Sorry for not looking over your whole build, but just here I noticed two improvements to be made.

 

1) As a Willpower brute you have zero need of that Numina Heal IO in Health. You have bonkers regen thanks to Rise to the Challenge, the amount you're getting out of slotting Health with a Heal IO is inconsequential. Free this slot up for another power.

 

2) Replace the Slotting in Stamina with Perf Shifter Endmod + Chance for Endurance. 

 

If you really feel that hard up for Power Transfer's heal, move that slot from Health to Stamina and put it there. But you shouldn't, because you have Siphon Life.

I'd replace this with the 20% slow resistance piece from Winter's Gift.

Unless you're getting something very good from the 2 slot bonus here, drop the slots used for the Reactive pieces. CJ's defense bonus is quite small, and its endurance cost is a rounding error on a build with so many other tools for +endurance. Kismet and LotG +rech are all you really want/need here. If you are certain you want to max out its defense bonus, use the companion +def piece from the LotG set.

 

I'd also try to find more slots for both SL and DC while leaning more towards attacks. There is an EndMod set with Acc/Dam enhancement, but I don't recall the name at the moment - if you feel you need to slot DC for EndMod, lean in that direction. You can probably find more slots from Tar Patch and your other APP powers.

Slot Siphon Life with generic ACC, 2DMG, 2 Heal, and an maybe a slip IO of your choice.  +5 them, it does max damage and Heal at the same time. The purple you have would maximize the damage but the ACC will be lacking as you slot it, I did the generic slotting on the dark blast heal/damage; hasn't disappointed me yet.
