Make the Trenchcoat "Bow Tie" *shoulders* costume piece available to other tops.

Trenchcoat has a special shoulder item that is also called Bow Tie with a different model, separate from the Bow Tie chest detail item available to most tops. If it could be enabled for all tops as a shoulder item, that'd be appreciated.
