Ice Build

Back in 2019 I had created Joe the Wolf to be an Ice blaster, been playing the game off/on and more recently on Saturdays. I am wondering how I can rebuild the character to deal more damage, what I.Os I need, what enhancements I would need since I got to level 50 and thinking of doing a respec so I can have certain powers so I can do Ouroboros missions either solo or in a TF. I do not remember what I have on my character other than Ice blast, Ice sword, fly, Teleport, combat teleport, Teleport target, etc. A few powers have 4 to 5 slots. I have also collected 276 badges.

Bear in mind there are several ways to do damage; straight up damage boosts, increase accuracy/ToHit so you hit, increase recharge to deal damage faster, increase survivability so you stay alive to deal damage. The best builds try to maximize all of these.

[Ukase]

So, with ice blast comes the opportunity to proc some of the longer base recharge single target powers, like Freeze Ray. 

You could lose burnout in favor of another travel power, as "They" recently nerfed the recharge to once a day.
