Hi all, I decided to challenge myself with creating a Martial Arts, Regen Scrapper. I have not done many builds but I've looked around and tried to take the feedback from similar builds online. Any feedback would be golden and yes I know willpower would be easier but I do like a challenge, thanks in advance!
 

Perma Hasten at 118 recharge
Moment of Glory Recharge: 56 seconds
Rune of Protection recharge: 180 seconds
Instant Healing Recharge: 150 seconds

My survival stratergy is to click between those three powers to survive major hits.

Also Perma Dull Pain at 87 second recharge

My observations:

move the preventative medicine in fast healing into reconstruction for the extra 8.75% recharge bonus.

swap quick recovery and stamina slotting QR has higher values so will benefit more from the slots. I personally would also do +end proc in both, with the extra slots in stamina to boost the % values of end mod.
if you are set on energy mastery, put another +end proc in physical perfection

if you arent set on energy mastery, I would suggest you swap into soul to pick up Moonbeam, which is a crazy strong snipe and Shadow Meld, which is another god mode power. with slots and high recharge you can get it to at least 50% uptime (15s uptime with 27-30s recharge depending)

consider using panacea 5-slot more as it has good 7.5% bonus

Thanks soo much, you are an absolute legend @Black_Assassin!!, I am going to take this on board. I'm not married to Physical perfection, so I will consider the swap since thematically my character is a mystic martial artist so it doesn't break the theme to go soul mastery. Also I will take some time to see if there is anything in the build you posted I can make work. One of my favorite parts of this game is the theory crafting and you've just given me a lot to work with. Thanks again!!

Off topic but always use the rule of eurythmics' sweet dreams when distinguishing s&m "some of them want to abuse you" (sadists) "some of them want to be abused" (masochists). 

 

As for MA don't forget that storm kick only really needs 3 slots to be effective the other slots are best used elsewhere unless you're muling a specific set.

Unfortunately Regen needs a lot of outside help to survive, so that's why I am stacking as many "godmode" powers as possible. Martial also helps because you have an AoE knockdown that you can slot a +rech proc in and spam that soft control

Yeah I was curious about if I was over slotting storm kick, thanks for the confirmation I am going to have another look now.

There is no way you are at perma hasten with that level of global recharge and only 1 slot in hasten. The force feedback proc in dragon's tail is skewing your numbers. Turn that yellow dot off. Similarly the guassians build up proc in focused accuracy will also skew your chances to hit, turn that yellow dot off too.

You need recharge, but you also want slow resist. Instead of energy mastery consider soul or leviathan for shadow meld or hibernate as another god mode to fill the god mode gaps.

I would do something like this. 

Hasten is perma outside of any buffs (this includes the Force Feedback procs), resistance is higher across the board and Shadow Meld only has a 9 second downtime.

The empty slots in Crane Kick and Dragon's Tail are for the Force Feedback +Recharge IOs.

If you were to decide not to go the Martial Arts route, I would recommend either Titan Weapons, Staff Fighting, Katana or Broadsword. All of those primaries offer increased Melee and/or Smash/Lethal defense in Parry, Divina Avalanche, etc. Staff Fighting even offers extra resistance to boot. But if you do decide to stick with MA I would whole heartedly recommend Soul Mastery for Shadow Meld. 32% defense on demand with a 9 second cooldown is much more beneficial than Rune of Protection and Unleash Potential. You could try to get one of those as well but then you'd be gimping the rest of your build for little benefit. 

One thing I noticed with your slotting, the purple set would be better in Eagles Claw and the ATO +crit chance would be best suited in Crippling Axe Kick. Powers like Storm Kick aren't bad, but CaK has a higher base recharge which would mean more crit chance proc activations on average. I always try to slot that ATO into a power with a 6+ second recharge, preferably 8+ for the added proc chance.

Also, Moment of Glory is your "oh s#$t!!" god mode. Use it when things get hairy. Shadow Meld is more of a "start the fight" type of god mode. If you hit cascading defense failure and try to pop Shadow Meld to survive, it likely won't matter. But if you start the fight with soft-cap defense from the get-go you can survive the alpha strike better and then proactively heal. Instant Healing is sort of in between both of those powers but will often help you survive more if you use it preemptively. Using it at 10% health will likely result in a faceplant, 50% is the threshold I'd say, or before the tough fight even starts.
