BlackSpectre Posted April 18 Posted April 18 The description for the Winter's Bite proc enhancement states, "Gives the slotted power a chance to reduce the target's movement speed and recharge rate for a short time...". However the enhancement does not give a movement speed debuff on targets. I tested this on Brainstorm, first with a practice dummy in RWZ and then again on a Behemoth LT. in PI using the Power Analyzer temporary power. The proc gives a -Recharge debuff, but not a -Speed debuff. If the enhancement was never intended to have a -Speed debuff, or it's decided that it's not worth adding the -Speed component, then the description needs to be corrected. Rudra Posted April 18 Posted April 18 Unlike the jump height and recharge parts of the proc which are listed as having a 100% chance, the movement part says it has a 20 second debuff that can trigger 4 procs per minute. How many times in that minute did you apply the proc's effect and checked to see if it applied?

Those are listed on the first line. The superior version is 5PPM and applies the same debuffs. I have independently verified the OP's findings.
