On a Super Strength tank I'd rather take Air Superiority, Boxing, Kick, Cross Punch, Flurry, over five powers from Super Strength. But Pool attacks are usually about on par with tier 1 or 2 attacks from melee primaries, kind of on the weaker side. The problem arises with the newer sets, like Street Justice, Savage Melee, Psionic Melee, Titan Weapons, most of the sets with special mechanics. If I swap out Energy Punch for Air Superiority in an Energy Melee chain, I lose the pompoms for one hit, but in savage melee, I'm not building Blood Frenzy, in Street Justice I'm not building combo points. These sets are necessarily balanced around using their gimmick (except for Dual Blades, which apparently performs better without combos). All of this severely limits the utility of the power pool attacks. Would it be unbalancing if power pool attacks could build insight? 1

Every power pool power would need to be rewritten with the same power that builds for EVERY special effect of EVERY set that has a unique gimmick. then there is the fact that, balancing wise, power pool attacks were never supposed to be as powerful or useful as primary and secondary abilities Edited Monday at 10:44 AM by Snarky
