[RP Crossover Build] Fallout: Paragon City

Foreword: This is an RP build that is decent in most content but not thoroughly tested. Technically, any Archetype with Radiation Emission can work for it. I personally just chose a Bots/Rad MM. Other flavorful concepts might be Punks/Rad, AR or Beam on an AT with a blast set, or maybe Arsenal/Rad on a Controller. Lots of room in the concept space. Thanks to @biostem for the costume inspiration! I went with a Tunnel Snakes vibe with a porter-pack as this build makes extensive use of the Teleport pool.

 

 

 

 

Overseer: Enclave? Brotherhood of what? You must have hit your head pretty hard out there, vault dweller. It was a stroke of Luck these RobCo robots found you and activated your Mediporter. No, they don't look any different to me. This is how the models produced here in Paragon City have always looked. You must be thinking of somewhere else. Oh, and there's someone... Or maybe something else. The bots found this... Person? Dead beside you. At least their high quality, perfectly reliable programming thought it was dead. (Brought to you by RobCo.) But it keeps insisting it's not dead so they brought it here with you. 

 

You: [Oh, that's Kenneth. He's a feral ghoul. Long story but he's mostly harmless. And incredibly useful. Say hi, Kenneth.]

 

 

Overseer: Mostly harmless? Well, if you think he can help with your mission then I'll trust your judgement. Since you hit your head, I'll remind you, you're looking for a water chip. It's probably a glowing box or wall safe making a humming sound in the back of a warehouse, office building or sewer. 

 

You: [Why?]

 

Overseer: Why is it glowing and making noise? Easier to find that way, I suppose. That's just how we've always done it.

 

You: [No, why a water chip?]

 

Overseer: You've seen what's out there so you'd know better than me why we need as much water filtration as we can get. Aliens, mutants, magicians, scientists like yourself, all putting who-knows-what in the water.

 

You: [Ok, but why me?]

 

Overseer: Because I told you to. I'm the Overseer and I'm a very busy man. Now, I'm heading back to my office. The nurses here will take care of you. Good luck out there!

This is a bots/rad duo roleplay build that relies on having either a friend who wants to soak XP and not actually play the game or, much more likely, your own multi box account teammate. Be aware of and follow the multi box rules. It's meant for RP and soloing (duoing?) but there's no reason the Mastermind build wouldn't work on any casual team or league. You could also sub out Kenneth for the kind of Blaster that has Rise of The Phoenix in their attack chain. Build-nerd things like defense numbers and accuracy assume that you have Vengeance active and perma, and use Fallout on cooldown, which was basically the inspiration behind this whole thing. Fallout is usually pretty skippable, but in this case has a huge -37.5% res debuff, along with -dam and -tohit for anything that survives. The debuffs aren't perma-able but they're great for 30 seconds every ~80. 

 

I didn't take an Incarnate Destiny in the build yet, but pretty much anything will work. Base it off your playstyle and expected content. Standouts include Clarion Radial for more debuffs and Barrier Core for survivability. You could also swap Alphas (Intuition Radial) for Musculature Radial losing slow and hold enhancement for more endmod from Accelerate Metabolism and Stamina. 

 

Choking Cloud may be controversial but I feel like the +2 Mag and +Absorb procs go off enough, and with the slotting and Alpha it has enough hold duration to be a significant source of mitigation. YMMV. 

 

You could also swap in EM Pulse, I just personally don't like it. Maybe drop either Choking Cloud or Pulse Rifle Burst so you can 6-slot it as another ultimate style power. 

 

Mutation is flavorful but we want Kenneth to stay down. 

 

Maintenance drone is a fine choice but I found it hard to fit in.

 

Kenneth the ghoul's build is literally any Regen (for flavor) or other powerset with a self rez. His job is to die (sorry, "be defeated") and provide a target for you to haul around with teleports and use Vengeance and Fallout on, on cooldown. I named mine Kenneth because, well, they killed him again. Those bastards.

 

How to Play:

• DISABLE PROMPT TEAM TELEPORT on Kenneth!
• Keep your minions generally in Bodyguard mode (Defensive+Follow). But have an Aggressive button for when it's safe. Usual Mastermind stuff. 
• Use Vengeance on Kenneth on cooldown. 
• Teleport Kenneth into the mob OR Team Teleport both of you into the mob for higher risk but faster Fold Space and Choking Cloud effectiveness. 
• Activate at least Enervating Field for the -res. Use Radiation Infection if you need more safety. Usual Radiation stuff.
• Fold Space if needed.
• Immob them with Electrifying Fences so they don't run or get KBd. (Alternate: Use Lingering Radiation against mez-immune enemies and/or Warwolves)
• Fallout to live up to this crossover's namesake!
• By this time, your minions have opened up and you're taking return fire. Hit Radiant Aura as needed to heal. Remember that AoE healing on your Bodyguards is Super Effective for your effective hitpoints.
• Attack with Pulse Rifle Blast if you get a second. Usually on bosses. 
• Use Pulse Rifle Blast and Lingering Radiation to Nerf Regen on hard targets like AVs, Monsters, etc. 
• It really helps to have a macro or bind that targets Kenneth (Many binds present but not pictured in the following screenshots). YMMV, suit your own playstyle and setup.
