It's a mostly unused mechanic. Essentially at one point the Devs had big plans for it... but they never amounted to anything and/or got reverted. However the effect itself stayed in place and for a long time was completely unused. Recently in i28p2 "Dehydrate" from the Water Blast set got tweaked to deal a bit more damage to wet targets... but AFAIK that's the only thing it actually works with currently.

I'd vote 'no' for a variety of reasons. This isn't Pokémon. Sets become unbalanced... or put another way, if some sets get chances for more damage their base attributes have to be decreased to maintain balance with sets that can't get the boosts. Nobody wants that... and frankly it would be a development nightmare to try to balance all the sets just to become Pokémon. 2

Re-balancing is always a nightmare, so, even though I like the idea, it is probably best to leave well enough alone. If someone posts a reply quoting me and I don't reply, they may be on ignore. (It seems I'm involved with so much at this point that I may not be able to easily retrieve access to all the notifications) Some players know that I have them on ignore and are likely to make posts knowing that is the case. But the fact that I have them on ignore won't stop some of them from bullying and harassing people, because some of them love to do it. There is a group that have banded together to target forum posters they don't like. They think that this behavior is acceptable. Ignore (in the forums) and /ignore (in-game) are tools to improve your gaming experience. Don't feel bad about using them.
