As a possessor of, at this point, 145 alts, I can safely say there has always been a weird issue where some characters, for some reason, end up with every mission spawning mobs at +1 to whatever their actual notoriety setting is. It's just odd that it seems to affect some characters but not others. Especially annoying on that one Midnighter mission in Steel Canyon to rescue Lady Jane, and you find yourself in a cave stuffed with those large demon/ghost lieutenants with their -ToHit debuff auras and all conning orange. Though that glitch does seem to mostly go away after level 20 or so.

No, I'm referring to a specific issue in which particular, random characters find every mission spawning a majority of +1 (relative to Notoriety/difficulty setting) mobs. Like, I could do missions on one character and almost all mobs in every mission are +1, then do the same missions on a different character of the same level, and all or most of the mobs spawn at the correct level. Then go back to the first character, and once again I'm fighting at +1. And once a character has manifested this "glitch", it remains even through logouts. I have noticed, though, that any "final boss" and its minions always spawn at the correct level. And the glitch typically seems to correct itself by the mid-20s.
