damage proc vs enhancing damage

as you start hitting diminishing returns for set IOs, is it better to slot a damage proc instead of one of the damage pieces of the set?  I am slotting 5 of the obliteration set.  would dropping say the damage / recharge piece and using the smashing damage proc be better overall damage?

It depends on the attack and how far into diminishing returns you are. Fast base recharge time attacks benefit less from procs than long base recharge attacks because of the way the system calculates the probability of firing the proc in the new ppm system.

currently lvl 35 katana, will be slotted into Golden Dragonfly, so one of the longer recharging attacks.  using attuned because they are placeholders until level 50.  at lvl 35, the dam/rec IO has a damage value of 23% and would lose 3% of that according the the enhancement management screen and that spread would increase, of course, as I level up.

If you drop accuracy/recharge instead, then you don't lose any damage and you'll probably still hit 95%+ (depending on the rest of your build).

Your damage will drop from 96.3% to 80.94% for an attack with a basic damage of 82.85, for a loss of 12.73 damage.

With the 5-set, you have 66.25% recharge slotted into the attack. The attack has an area factor of 1 + (10 * (11 * 19 + 540) / 40000) = 1.1872. So the proc chance would be ((12 / 1.6625) + (1.83)) * 3.5 / (60 * 1.1872) = 44.46%.

With a 71.75 damage proc, this would yield 31.9 damage - about 2.5 times what you lost from +damage.

Note that this doesn't account for criticals, Assault Hybrid, etc.
