"Basically no Purples" Psionic Fortunata Build

So I've got this itch to make a Psionic Fortunata. Came up with an awesome backstory for her and a name that fits it 'Clique'. 

 

I wanted to do a build with as few purples as possible and as much team buffing as I could cram into the build. A little bit of added damage, lots of recharge for Mind-Link, things like that.

 

This build grants her teammates:

28% Defense (All Vectors and Types)

30% Damage (All Types)

24% ToHit (And a pile of Perception if I want those toggles up)

 

If someone dies:

57.96% MORE DEFENSE

70% MORE DAMAGE

75% MORE TOHIT

 

Her single target chain is hold/immob/kb. Her AoE is piss poor ('Cause Fortunata) but her Nuke throws 800+ damage (about 900 if someone dies within 2 minutes of it firing off and it goes off every 40 seconds...)

 

Here's what she looks like (Spoilered for length) I could probably squeeze more performance out of her... but this is a character who will completely shut down a lot of different situations by providing her team with hellacious damage and defenses. Thoughts?

I don't have access to Mids at the moment, but it looks pretty good to me. In fact it's more like my ranged Fort build than the other builds I've seen. A couple thoughts I have:

The force feedback proc in telekinetic blow and psi tornado would help with recharge. You could steal a slot from each assault toggle to fit it in, or perhaps elsewhere. If you're concerned about your AoE damage, you could substitute a patron pool AoE power in for one of your current AoEs (assuming it fits your concept). You'll get better damage but only after level 35 that way.

Didn't look super carefully, but a couple of things I noticed.  Overall I think it's a very good build, just a couple of things that might be tweaked to make it a bit better.

 

1. Mind Link isn't franken-slotted, and you also seem to be short of perma hasten and perma Mind Link.  Might want to forego the LotG and franken-slot Mind Link, and look for ways to get more recharge into the build.

 

2. You also have lots of slots in your defensive powers but those slots might be better put to use getting some more recharge into the build.  And those slots you have in defensive powers are LotG, not a cheap set!  Again I'd consider moving some of those slots around and getting more recharge to have Mind Link up more often. It's fine to try to increase team buffs like Maneuvers but CT:Defensive only protects you (and only melee), I'd call that the slotting on that one questionable.

 

3.  You've taken Vengeance twice but on a well buffed team I seldom get to use it even once.  You might consider a different power choice here, something that will get used more often.

 

4. I have End problems on my Widow (hello Cardiac!) and you seem to have less Recovery than I do.  I'd look at increasing your Rec too, you'll be fine just walking around with just the team buffs but trying to use powers might be worse than carrying around a Malta Sapper on your back with you.

 

5. I didn't see a travel power.  Is that on purpose?  Super Jump is fast and has vertical, and I prefer it by far over a jet pack.  Jet packs work but convenience is a big part of having fun too.

Been a bit since I checked this thread... Here's how she stands, now!

 

... okay. That was a BIT literal, sue me.

 

I did wind up stealing 4 slots from Combat Training: Defensive. I moved them around to add a slot to Indomitable Will for an Aegis Res/End (I like more runspeed), 2 slots to Endurance (3 slots of Performance Shifter for more running and HP), and the last slot to Health (For another Recovery Proc).

 

I also took Victory Rush a level earlier and dropped regular ol' Vengeance to grab Combat Training: Offensive, instead.

 

I did, intentionally, choose not to take a travel power on this character. I've got Sprint and Ninja Run to get me where I'm going with a few speed buff set bonuses. With Sprint and Ninja Run I'm going 68mph. That's 10mph faster than max level Flight Speed (Without Afterburner)

 

I also stripped a couple slots from the Assaults to put in FF for TK Push and Tornado. I use both fairly often, so Recharging Hasten or Mind Link isn't an issue, anymore.

 

On all Cylinders (Except Vengeance), Mind Link and Hasten are perma, 56.9% Ranged/AoE with 70% Melee, 82% Psi Resistance, 183% Recovery (3.46/Sec) +133% ToHit, draining 1.46 end/sec. Kill both Tactics (Rarely need 'em, really) and it's down to 1.07 end/sec and 109.3% ToHit.

 

WITH Vengeance, it's a 99% Melee Defense, 85% everything else and 175% ToHit.

Here's the latest update to the build. I dropped the -res from Psychic Scream, swapped out two sets of LotG for GotA (4-pieces, at least) for extra Endurance (But not a ton) and added a little resistance to Foresight (Which grants more recovery, but not a ton)

 

Taking care of her own defenses and such without worrying about anyone else, she's at 50%+ for all vectors, 85% Psionic Resistance. 30% extra damage and end recovery of 3.7/sec and a cost of .79/sec.

 

If she's actively helping others to defend themselves, It's 56% for herself, and 1.02/sec. On all cylinders her end drain is 1.41/sec, but unless we're getting hammered by Night Widow Smoke Bombs I'll probably never use it to that degree.

 

She now runs 70.4mph with Ninja Run and Sprint toggled on at a total end cost (Supporting herself only) of 1.51/sec.

 

... yeah. She's gonna be a beaaaast when I get her fully slotted!

The Impervium Armor: +Psi resist is pretty much a wasted slot, since you're already over the psi resist cap, and psi enemies will already have a hard enough time hitting you. I'd put that extra slot into health, and put the Panacea proc in, since it yields approximately 0.4 end/sec on average. I'd also say try to work the Preventative Medicine: Absorb Proc into health, as well, if you can. But the rest looks solid. That global recharge speed is really impressive.

 

Only real negative I see is that S/L resist is very low, so you may be prone to one-shots, where your scaling resists won't even kick in. You might consider just completing the LOTG 5-set bonuses for the large S/L resist set, but that's personal preference. If you gotta go fast, you gotta go fast. You are over the set limit on 7.5% run speed bonuses, so you should probably drop one of the Gift of the Ancients, at the very least.

In the latest build (Mostly tweaks) I've swapped out 2 pieces of Performance Shifter for Efficacy Adapter. So I'm no longer sitting at 6 "7.5% Speed boost" bonuses, and instead get a tiny amount of additional HP!

 

I did take the advice to drop the PsiRes IO, and replaced it with MaxHP from Unbreakable Guard.

 

But yes. Gotta Go Fast 'cause no Travel Power. MUAHAHAHAHAA!

 

With Accolades (I'll need to farm them) she'll have 4.03 end/sec recovery and 139.5% Max HP!
