I am having the same issue on my Arsenal controller. I'm also having an issue where my Path Aura gets reset to none on my new blaster. Both of these issue have resulted in me having to return to the Tailor and pay for a fix.

In the P2W vendor we have the Only Affect Self and Disable All Powers. I'm suggesting an additional power called Suppress All Powers. This would work like it does for the HEATs when when shift forms, suppressing all toggle powers until you disable it. That would make it useful mainly for RP purposes when you want to change your character into their civilian mode thus hiding all your toggle effects, then when you change back into super mode one click will let all those toggles reactivate. Not sure what other uses there may be but would be a great asset for RP. Sure you can use Disable All Powers for similar purposes but you'll need to toggle each power back on.

Not digging the changes to tips. I only got to play for a short while with the new patch, but having TIP RECEIVED! spam my screen constantly was not enjoyable.
