I'm trying to plan a build to hit 45% ranged defense cap on a dark/energy blaster and I seem to be maxing out at 41.9% after which adding more sets/bonuses does nothing. Any guidance would be greatly appreciated. Any chance of animation speed tweaks?

Yep, total newb here when it comes to digital animation - but I was imagining using the same animations, just in a kind of fast forward mode like you might speed up watching a video. Zero intent to "buff" anything, hence the "at the cost of lower damage and proc rates". -
I'm a bit of an altoholic but there are some powersets that make for great costumes but just feel tooooo slooooww to be a fun play (especially Battle Axe, Broadsword, Warmace & the various Archery powers). Any chance there could one day be a speed toggle where we could boost animation speeds at the cost of lower damage and proc rates to keep the overall DPS balanced?

Well, I don't know what caused the error but I deleted my instaleld game folder, reinstalled from scratch and it now seems to be working again.

I've just encountered this as well. Would love to know the solution. Double checked and servers are all showing green on the launcher, and HC Launcher is still set to Allow on my firewall.

I often default to Rectified Reticle simply because stealthy Arachnos are so annoying, wasn't thinking of +perception from Focused Senses. Fly to Swift I simply overlooked on Mids, but Winters Gift Slow Resistance I hadn't noticed. Thanks,

I figure dps is nil while faceplanted so goal #1 is being as untouchable as practicable; #2 recharge, since no dps while waiting for powers to come back; #3 ... damage? edit: nm, just figured out DDR

Does "all enemies inside the mission map" mean the raid will now be an instanced mission? no more RWZ-full lockouts? No more 2 leagues fighting together? (edited grammar) -
I find it strangely heartening to see so much debate since it suggests the issue being examined is so close to balanced that there is no clear winner. My only request is that if the rage recharge rate is what determines a crash or not, please make it so that ONLY my build effects my rage recharge rate. I can handle needing to avoid stacking rage to avoid a crash. If I have to then change my play whenever I team up with someone with Speed Boost that becomes a right royal pain and a disincentive to teaming up. Yes I could talk to Null the Gull to ignore speed boost but that’s another disincentive because I loose all the other benefits of Speed Boost that I currently enjoy.

New cosmetics (costume pieces, costume patterns, & alternate animations for more powers). More solo/small team incarnate level challenges . but mostly more of the same awesome community minded support Homecoming has already delivered

P.S. - having had time to practice the power rotations (if not the set bonuses yet), I'd be happy to drop the slow Thunder Strike, if anyone can figure out a better source of AoE bonus.

So, finally got my Electric/Shield scrapper to 50 and thought I should share my current build plan with the brain trust to see if I can tweak it further. I've seen a few builds that all seem to rely on jumping as a core part of the build, but my favorite travel power is flight so my build goes different route. I tried a fly/hover build for an extra bonus, but the hover is... awkward for melee, so dropped as more hindrance than help.
