It's taken me a few days to get back to this. I have posted my Katana/Nin scrapper below. Perhaps it will give you a few ideas by way of comparing I tried using weapon mastery epic pool but I found it wanting. The targeting drone annoyed and cost too much endurance so I went with Tactics. I didn't use caltrops as much so felt wasteful. I went Power in the end for some extra end management, although I don't feel it is needed. I'm a long time CoH player but I'm new to tanking. I am planning ahead for my Dark/Staff Tanker, currently 35. Given my utter lack of understanding of tanking builds I thought I would seek advice. I am looking at trying to make the best tanky build I can - I'm not overly bothered about his DPS, that is someone else's job. Money isn't a concern. My thanks in advance.
