Max (Dark Astoria) wont go into inactive contact list

I had done Max's final mission that completes his arc; however, he does not go into the inactive contact list.  A few things to keep in mind:
- I did not do the Director 11, Slinger, Gyrfalcon missions first (only did the final mission)

- I did the solo mission.
Is there a way to get him into my inactive contact list?

I have the same bug as well. Max is showing up on the Active list after completing only the last mission.

This is a byproduct of another bug fix; I don't remember the full details, but completing a Max mission in flashback before completing his missions normally would somehow make you unable to proceed with the DA storyline. They fixed that, but as a side effect Max never leaves the active contact list.
