Ice/Cold and next power pick

So I just hit level 30 on my Ice/Cold Domination Controller.  This is mostly (99%) a team character. Rarely solo, tho Jack Frost may change that some. I have a couple of options to pick from. What would make the  biggest impact? On teams, and on Jack Frost? I'm considering Either starting the Leadership pool, Frostwork, Snow Storm and/or Glacier. So far Glacier is in last place due to the long recharge and short duration.

Are you going to IO this character?

 

Glacier is your only hard control. With an IO build you can get it so it recharges in about 60 seconds, so available every other spawn. I'd personally not skip it.

If your Endurance management is holding up, I'd start Maneuvers. It holds an LotG, and it stacks with your other +Defense powers nicely.

If End management is tight, I'd take Glacier or Frostwork.

I'd skip Snow Storm in any case, I think Ice/Cold has enough -Recharge to floor the Recharge of mobs anyhow, so the only use is for -Fly.

What the above posters have said.  Leadership including Maneuvers would be something I'd look to obtain and I would not skip Glacier.

Is Frostwork any good? Does it help Jack Frost any? I will certainly consider Glacier...maybe later in the build tho.
