Omega Team Memorial Badge

There's a new badge for visiting the Omega Team Memorial three times. I know you visit once during the cape mission and once during the Reichsman TF. Is there a third mission that takes you there? Or do you just need to do one of these two missions twice?

The other one is the plaque in City Hall where Wolfe is. Enter City Hall and go in the door on the left.

If you enter city hall and take the door directly to the left you come at the memorial as well.

Almost right Slim.  Instead of the Barracuda SF, in the blueside cape mission available at level 20.
