I've been thinking the following lately.
Poison Powerset's are very undeveloped.

So, yes, there's the "poison" powerset, but that's about it. Except for "experimentation".

Are you thinking of creating a power set like this?

For example, Savage Melee could have been like this. Lethal damage and poison.
You could develop a distance powerset for blaster, sentinel, defender like spitting venom out of your hands etc...and skins for players who would prefer it to be gadget based.

For characters with close combat like tank, ravage etc. a powerset poison but to heal themselves.

I'm assuming by poison you mean Toxic damage.  Toxic Damage is rare because it is resisted by so few enemies (or , that would be my guess as to why it's rare).

 

Spines has minor Toxic damage on it

Dual Pistols has it in Chemical Rounds

Thorny Assault (Dominators) has it

Atomic Manipulation (Blaster) Has it in Atom Smasher

 

I agree it would be interesting to see it in more sets, but Savage Melee doesn't really make sense, why would scratching someone do Toxic damage?

I think Toxic is the most resisted damage type, actually, at least for mobs.  What makes Toxic stand apart from other damage types is the nonexistence of Toxic Defense.
